Street Lights Sometimes Fail.
Street lights can sometimes fail, but it is important to know what you can do as a citizen to get them repaired, so we present a brief summary here.
The starting point is to understand whether the location is still the responsibility of the developer, has been adopted by the Country Council or is on Town property. The majority of roads in Downham Market have been adopted, but it is worth checking if this is the case if the street light is on a new build location. For a guide the Norfolk County Council interactive map highways map is a good place to start, and this also shows current foot paths and bridleways too (though is not definitive). The snapshot of the map below shows an example where the green marked roads are maintained by Norfolk County Council Highways but the newly developed parts of Grimshoe Road and Tinkers Way have not been adopted yet, and are still likely to be the responsibility of the developer.
The other areas that have street lights are those that are owned by the town, such as Old Brewery Lane, the car parks at the Town Hall/Market Place, Hollies & Morrisons, Paradise Road and the Old Fire Station, and at the Jubilee Community Centre.
Now you have identified the responsibility for the street lights, how do you report it?

- Identify the lamp post: Each lamp post should be numbered and this is the unique identifier which will make it easier for the maintenance teams to locate the failed street light.
- Contact the responsible party.
- For Norfolk County Highways their preference is that highway maintenance reports are submitted via their web form, this includes street lights, traffic lights, pot holes, pavements, highway flooding, etc. Or via the central call number 0344 800 8020.
- For Downham Town Council email info@downhammarkettc.co.uk or call 01366 387770.
- For unadopted roads and land please contact the developer.
- Await repair. As with all maintenance the repair should be performed as soon as a maintenance team become available from working on previously reported defects, this may not be immediate. The advantage of submitting via a web form and ID with Norfolk County Council is reported problems can be tracked.
